Recommend the Kindle edition from 2017. The print version is from 2010. Parts 1 and 2 both have sections to help you identify budget and cost-of-living parameters. In Part 2, living cheaply or at low-cost luxury are both discussed in detail. They also include an appendix with a starter budget that is full of great thoughts and applicable concepts.
